Victor Campbell was born December 14, 1897 in Nova Scotia. He was the adopted son of John and Annie MacFarland of Springfield He is listed in the 1911 Census of Canada as living in Springfield, Antigonish County. Campbell is listed as serving in the Royal Navy in the First World War in the book Catholics of the Diocese of Antigonish, Nova Scotia and The War 1914-1919 by St. Francis Xavier University Press.
